Built only by load, which is the one place a RawManifest — the shape serde deserializes directly, still full of unchecked strings — is turned into this one field by field. private_modules holds the names exactly as written; whether each one names a module the package actually holds is checked by the caller once it has loaded the package’s sources (see the module documentation).
